A soldier in the footage can be heard saying that troops are working on the orders of Putin after raising the flag. The southern city has suffered weeks of bombardment by Russian forces, resulting in the destruction of buildings, an unknown number of people killed and its residents cut off from accessing food, water and electricity. It is unclear whether fighting is ongoing in the city or whether the Russians have taken full control.
