Mike Minor wants to compete for Finland in the Paralympics

Mike Minor, originally from Scranton, Pennsylvania, had a successful career competing as a snowboarder at the Paralympics for Team USA. A few years ago, the gold medalist fell in love with a Finn and moved to Oulu, where he bought a house nearby. Minor now wants to compete for Finland, but he is facing major hurdles. The governing body for snowboarding, the International Ski and Snowboard Federation (FIS), requires that athletes have the citizenship of the country they represent. After taking a mandatory year off from the sport to change nationalities, Minor is still sitting on the sidelines, unable to compete in the Paralympics and other professional events. The Finnish Immigration Service (Migri) explicitly states that they do not grant exemptions to athletes in terms of fulfilling citizenship requirements.
